ENCRO… In Brief

Egypt National Child RightsObservatory (ENCRO) is tri-partite initiative between the Egypt Cabinet Information and Decision Support Center (IDSC), the National Council on Childhood and Motherhood (NCCM) and the United Nations Children’s Fund (UNICEF), housed in the National Council for Childhood and Motherhood, aiming to put the bases for a scientific research mechanism through which (NCCM) can base on in its monitoring and evaluation for the efforts exerted in the field of childhood and motherhood development, contributing in an Egypt fit for children, where the rights of every child are respected, promoted and protected. The project will strengthen the National Council for Childhood and Motherhood and its ability to coordinate, develop, monitor and advocate for more accountable, transparent and participatory public policies for children. A National Observatory for Child Rights will produce and manage evidence for policy making. The Policy and Planning Unit will make use of this evidence to propose and coordinate formulation of results-based and child-rights centred policies. The strengthened Monitoring and Evaluation Unit will monitor the implementation of national policies for the well being of children, mainly through the National Plan of Action for Children. Social mobilisation through communication, media and art for development will enrich the policy dialogue, promote active citizenship and volunteerism as well as create positive attitudes to children rights and vulnerable groups.

ENCRO…Our Objectives

• Investing the scientific research in observing realistically childhood status and monitoring the efforts exerted in this field in order to be able to direct the regulations in a child rights-based path and maintaining Egypt’s commitment to apply agreed international documents.
• To establish a fully operational and sustainable National Observatory for Child Rights that generates timely, accurate and reliable strategic information on the well-being of Egyptian children relevant for evidence-based and child friendly policies.
• To establish a full-fledged Monitoring & Evaluation System for the National Plan of Action for Children and for direct National Council for Childhood and Motherhood interventions aimed at their mainstreaming into national policies.
• To make children and adults knowledgeable and supportive of child rights, focusing on the importance of their participation in policy making related to the childhood field.

ENCRO…Our Strategy

1. Developing and enhancing the (NCCM) data base, placing all the possible indicators through which all the exerted efforts in the field of child rights can be monitored and mended when the areas of defect are discovered.
2. Producing and disseminating evidence on the well-being of children and the most pertinent issues that affects their lives.
3. Mainstreaming of existing National Council for Childhood and Motherhood interventions into national policies and plans.
4. Formulating and promoting evidence- and rights based public policies.
5. Monitoring national initiatives for child rights.
6. Raising awareness and support for child rights and their importance for children’s well-being.

ENCRO…Our Expectations

By the end of the 36 months which is the total duration of the project we expect:

1. NCCM has an institutionalised Observatory with the capacity, tools and methodologies for national social and fiscal monitoring
2. Policy makers, front line workers, media and the general public are better informed about child rights situation in Egypt
3. NCCM has an institutionalised, well equipped and fully operational Policy and Planning Unit
4. NCCM has time bound, institutionalised a periodic integrated, evidence-based and multi-sectoral National Plan of Action on Children; with adequate human and financial resources allocated for its implementation.
5. NCCM has an institutionalised, adequately financed, well equipped and fully operational Monitoring and Evaluation Unit for all directly implemented and supported interventions.
6. NCCM has a well functioning Department of Communication that is an effective national advocacy  resource, encouraging children and youth play an active role in their local community to increase awareness on children rights through arts and educational tools.
