Egypt National Child RightsObservatory (ENCRO) is tri-partite initiative between the Egypt Cabinet Information and Decision Support Center (IDSC), the National Council on Childhood and Motherhood (NCCM) and the United Nations Children’s Fund (UNICEF), housed in the National Council for Childhood and Motherhood, aiming to put the bases for a scientific research mechanism through which (NCCM) can base on in its monitoring and evaluation for the efforts exerted in the field of childhood and motherhood development, contributing in an Egypt fit for children, where the rights of every child are respected, promoted and protected. The project will strengthen the National Council for Childhood and Motherhood and its ability to coordinate, develop, monitor and advocate for more accountable, transparent and participatory public policies for children. A National Observatory for Child Rights will produce and manage evidence for policy making. The Policy and Planning Unit will make use of this evidence to propose and coordinate formulation of results-based and child-rights centred policies. The strengthened Monitoring and Evaluation Unit will monitor the implementation of national policies for the well being of children, mainly through the National Plan of Action for Children. Social mobilisation through communication, media and art for development will enrich the policy dialogue, promote active citizenship and volunteerism as well as create positive attitudes to children rights and vulnerable groups.
